Now, however, things are starting to shift, with Club Dubbo Bowls Manager Anthony Brown saying that small numbers of limited social games have been allowed to take place.
"At the moment, we're just doing rollups, there's no competition or anything like that," Brown said.

"They're just having a roll, with minimal risk; they're not allowed to roll a jack, not allowed to roll a mat, we're observing a lot of general safety procedures too."
Due to number restrictions, at present, Club Dubbo is only offering these games in much lower numbers than what people would usually expect.
"We've got three greens operating and with ten people to each green, we can have thirty people at once," Brown said.
While the grind has been difficult for some of the club's most ardent bowlers, there's no timeframe in mind for the return of the more competitive games.
"A lot of them have been getting bored, this is one of their social outings, coming in and having a bit of a yarn and a drink sometimes," Brown said.
"There's a lot of mates here, especially on a Friday night, a lot of the guys used to have a bit of a practice and a night together on Friday."
Club Dubbo's players were halfway through the Pennants season and had got most of their club championship matches underway before the COVID-19 pandemic brought everything to a halt.
Brown and Club Dubbo, like most bowling clubs, aren't sure when or if play for those games will resume this year, but are waiting from word from the higher ups before making any assumptions.
"It's definitely a blow to us and to the players, there still hasn't been a decision made about the state pennants," Brown said.
"We were halfway done with the zone pennants, state was meant to be the end of July, but everyone's still trying to work out whether they'll be able to play it later in the year at this point."
Brown said he was confident that 'most clubs' would find the time to finish up their club championships and went on to say that would be a result Club Dubbo's bowls players could be happy with.
"If we could get those championships done and get to host a presentation night for everyone at the end of the year, I think everyone would be happy with that," Brown said.
"But that all depends on what restrictions remain in place going forward, we're staying optimistic that we'll still get to have our club championships at some point this year."
