Councillor Vicki Etheridge was on hand for the first deliveries, and praised the work library staff had done to get the service up and running.
The support received by the community will be indicative to whether or not the service will continue post COVID-19.
"Seeing how the whole process works, and the commitment of staff to hygiene and keeping it contactless, has been fantastic," Cr Etheridge said.
"It's clear from what I saw today that within the community there is a real appreciation that this service is now being provided."
Dubbo resident Leonie Saville was the first recipient of a Book Express delivery.
She left her previously hired books out for staff to collect and return, and was given a stack of fresh borrowings to keep her well-supplied. Ms Saville said she was impressed with the service.
"I have missed not being able to borrow books so this is wonderful," Ms Saville said.

"I have also really missed the social interaction with library staff and the community groups that operate there so I am excited for that to return too."
