Central West Police District commander Superintendent Steve Kentwell said officers from the police district were called to the home in Parkes, about 4pm.
"Police officers from Central West Police District attended a house in Best Street, Parkes, yesterday due to the concerns of the welfare of that resident," Superintendent Kentwell said.
"We received a call from another resident saying they were concerned about it because they hadn't seen him, he normally has a routine that he undertakes and he didn't undertake that routine.
"As a result of that they were concerned about him we did a routine knock on the door."
He said police then found the body of the 74-year-old man inside the home and established a crime scene.
"Following inquiries, a 31-year-old man was arrested in another home in Best Street, Parkes, last night about 11pm," Superintendent Kentwell said.
Following initial inquiries he said it's believe the two men were known to each other but had no further detail.
"He was then conveyed to Parkes Police Station where he was charged with murder."
"That investigation and those inquiries are still continuing. I don't know the connection."
Police are appealing to anyone who may have any information or knows things about the circumstances that led to the event from April 5 or 6.
"Circumstances around the cause of his death and what led up to the death will be a matter for the [courts and coroner]," Superintendent Kentwell said.
"We've had forensics teams from Sydney who've obviously attended as well last night for the crime scene aspect of it, homicide have been consulted as well.
"There are two crime scenes at this stage as I said the investigation is in the early stages."
The man has been refused bail to appear in Dubbo Local Court today, via video link.
