The Drought Contingency and Water Emergency Response Plan includes protocols to assist council in its decision making during drought, emergency management processes and the appropriate high level responses.
Council's infrastructure director Julian Geddes said the DCWERP was based on the NSW best practice guidelines for drought management plan development.

"It follows the structure specified in the NSW guidelines and expands on aspects that are specific to Dubbo Regional Council," Mr Geddes said.
"We believe this plan seeks a proactive, yet systematic, approach to manage drought and other water emergencies. Having a contemporary plan is an important step in defining strategic direction that will support critical decision making process in times of drought."
Public submissions on the plan close at 5pm on June 5.
Submissions can be made online via council's website or sent to council@dubbo.nsw.gov.au.
