So far this year 262.8 millimetres of rain has been recorded at the Bureau of Meteorology's (BoM) weather station at Dubbo Airport.
Last year just 211.2mm of rain was recorded at the same site, which is well below the annual median of 552.8mm.
The 2019 rainfall totals for Dubbo were the lowest the city has seen since 1994.
March was by far the wettest month so far this year with 145.0mm of rain recorded, followed by February at 81.8mm and January with 36.0mm.
The BoM's climate outlook released this week shows there is a 60 per cent chance of Dubbo exceeding median rainfall levels during the next three months.

Weatherzone meteorologist Brett Dutschke said April has the greatest chance of above average rainfalls compared to May and June.
The long term median rainfall for the city is 31.4mm in April, 39.2mm in May and 48.9mm in June.
In terms of temperatures, while the mercury has been slightly above average for minimums and maximums, Dubbo has just had its coolest start to the year in four years.
The average minimum so far this year was 18.3 degrees, while the average maximum was 31.5.
"Last year it was exceptionally hot, it was about three degrees above average for minimum and maximums," Mr Dutschke said.
There is a 60-65 per cent chance of the Dubbo region exceeding median maximum temperatures during the next three months.
This week, a thunderstorm is predicted for Wednesday followed by showers on Thursday and Friday.
