According to the 2016 census, there are more than 200 Dubbo residents without a home. The majority of those may not be sleeping rough, but survive through things like couch surfing, living in motels or their cars.
Department of Communities and Justice executive district director Jo Lawrence said on the advice of health officials staff were limiting face-to-face interactions but that would not prevent them from meeting their obligations.
She encouraged people to use helplines and apps if they needed to get in touch with the department.
