Dubbo Regional Council is looking at the town's centre. The main goal is to create positive change to draw in the community and visitors.
Council says it also aims to "understand more information about the Wellington economy and how the town centre can bring Wellington residents together as a focal point of retail, dining, shopping, specialist's uses and activities".

Cr Shields said council was "heading in the right direction" when it came to Wellington.
"Council has come in and put a lot of new infrastructure in Wellington, such as the aquatic centre. There's building going on right now in Cameron Park. I've lost count of how many new playgrounds and sporting facilities we're opened in Wellington," he said.
"Everything is looking up in Wellington."
But the mayor said there was one thing hanging over the town.
"Other than a 24-hour police station, the one thing locals are saying in Wellington is that it needs some of those empty shops open again," Cr Shields said.
The mayor hopes the development of the Wellington Town Centre Plan and Master Plan will help address the empty shopfronts and focus on encouraging more retailers.
The federal government has provided $45,000 to develop the plan.
"We know that it was terribly neglected for many, many years and hopefully now we can get Wellington in the right place," Cr Shields said.
