Membership for the Dubbo City Youth Council is now open for people between 12 and 25-years-old.
Sixteen-year-old Phoenix Aubusson-Foley, who signed up in 2015, said his main motivation for joining was to reopen the drive-in.
Phoenix said it was his mother who encouraged him to join the youth council to try and make the drive-in a reality.
He raised it at his first youth meeting and within a few months, the Westview Drive-In was up and running.

"I really enjoy how open-minded it is. It doesn't have such a one-track goal, you can really get in there, voice your ideas and we'll discuss it and say 'it's a really good idea because of x,y,z' or 'it's not really plausible to do that idea because of x,y,z'. There's no 'this is our main goal and we're not deviating from it in any way'," Phoenix said.
The youth council meetings are once a month. The main focus each year is on developing a program for youth week.
"In my opinion, I feel the goal is to help involve a lot of young people around town in events and activities, especially throughout the holidays so they're not just cooped up at home," Phoenix said.
"The big thing is providing a voice for the young people of Dubbo so that what they want we can have, essentially."
Pheonix said he encouraged anyone who was "passionate about seeing things done" to join the youth council.
"Not necessarily big changes in law and legislation, but mainly just little things here and there that can be done to improve the lives of young people in Dubbo. You just have to want to get involved," he said.
