Mr Gibbs, who founded the Indigenous Police Recruiting Our Way Delivery (IPROWD) initiative, will address the crowd at the Australia Day celebrations on Sunday.
The IPROWD program is run in partnership with the NSW Police Force and TAFE NSW. It aims to help Aboriginal and Torres Straight Islander people to get the skills and confidence needed for a career in the police force.
Mr Gibbs is expected to share part of his history in keeping with the 2020 Australia Day theme 'everyone, every story'.

NSW Australia Day chairman Andrew Parker said the Ambassador Program aimed to spread the message of national pride and inclusion.
"Drawn from diverse fields, ambassadors share common traits of achievement through hard work, talent and a strong sense of community," he said.
The Australia Day celebrations will kick off at 7.30am in Victoria Park. There will be a free barbecue breakfast as well as children's activities and entertainment.
The official proceedings will start at 8am, including an address from Mr Gibbs and Dubbo mayor Ben Shields, a citizenship ceremony and the awards.
The Dubbo Australia Day Award categories are:
- Citizen of the Year
- Senior Citizen of the Year
- Young Citizen of the Year
- Sportsperson of the Year
- Young Sportsperson of the Year
- Services to Sports Award
- Cultural Person of the Year
During the day entry to the Dubbo Aquatic Leisure Centre will be $2.
The Dubbo presentation will be followed by an event in Wellington, which will begin at 9am. The official ceremony will start at 10.30am.
The Wellington Australia Day Award categories are:
- Citizen of the Year
- Senior Citizen of the Year
- Young Citizen of the Year
- Sportsperson of the Year
- Junior Sportsperson of the Year
- Community Event of the Year
- Community Service/Achievement Award
