A NSW Department of Education spokesman confirmed former senior campus principal Andrew Jones had been acting in the executive principal role, which oversees all three campuses, since the start of 2019.

"The process to permanently fill this important position is ongoing," the spokesman said.

"The Department of Education and public schools, like other organisations including the Daily Liberal, have staff acting in higher positions.

"When a permanent replacement is to be recruited, timing may reflect the needs of the school or organisation.

"The educational leadership of the acting Dubbo College executive principal over the 2019 school year is highly commended and continues his strong mentorship and guidance as principal at the college's senior campus.

"There is strong confidence in him maintaining leadership until a recruitment process suits the needs of the college."

In an attempt to attract a suitable candidate to fill the executive principal position on a permanent basis, the department created a promotional video which Mr Jones appeared in.

The video, posted to YouTube in June, has been viewed 283 times but the college is still without a permanent executive principal.

Prior to Mr Jones being appointed to the position in a temporary capacity, there had been two other executive principals and a college director appointed. Each spent about two years in their positions.

The three campuses which form Dubbo College have also had multiple principal changes since the NSW government introduced the current school structure in 2012, despite opposition from the teachers union which argued year 7 to 12 high schools were the most effective and popular model used to educate Australian children.

External consultants were brought in to conduct a review of the college last year.

The department spokesman said members of an Aboriginal education consultative group, parents, staff and students contributed to the review.

The review, also known as a situational analysis, is still being finalised and the spokesman declined to say if it would be made public.

"Once it is finalised, those who contributed to it...will be invited to discuss the findings then, if appropriate, further communication will be considered," he said.

"The implementation plans, which are still subject to community consultation, are expected to be discussed with the school community next semester."
