The plinth is topped by the 'Spirit of the Man' sculpture created by Brett Garland and the plaque that was unveiled during the visit from the Duke and Duchess in October last year.

Mr Garland said it took three to four months for the sculpture to be completed.

"It's based on the premise of man bettering himself to soar to greater heights to overcome adversity."

He said the theme fit both with Prince Harry launching the Invictus Games and with the city battling drought.

The sculptor said the first thing he wanted people to notice about the sculpture was a beautiful piece of art.

"Secondly, I'd like them to read the plaque and understand why it's there. In saying that I would hope the sculpture speaks for itself. A winged man is one who's soaring, who's about to take off, so it's uplifting and that's what I hope people see in it," he said.
