Mr Saunders was joined by Minister for Regional Roads and Transport Paul Toole on Monday at the Regional Rail Maintenance Facility site located on White Street to discuss its progression.
"Next year residents will start to see movement here at the site with the progress set to be very noticeable," Mr Saunders said.
"We will start to see the levelling of this site and the protection of certain trees as well as other environmental work that needs to be done.
"From early to mid next year we will start to see the site begin to transform.
"There will be a general maintenance shed, a wheel shed, a train washing facility - using no potable water - and brand new trains."
Mr Saunders said the project would create around 200 job opportunities open during construction and around 50 jobs available to locals when it opens.
"We've been interacting with employment agencies, ensuring that people and businesses are aware of how they can get involved," he said.
Mr Saunders said he, as well as the NSW government, had taken measures to ensure residents located close to the site are happy with how the work is progressing.
"There are a few residents that are going to be affected by the work, who have been consulted with," he said.
"With this sort of work, obviously, the government, and, locally, me, want to ensure that people are happy with how the work is progressing.
"We will be coordinating with residents.
"I think there will be another round of consultation with just those residents closest to the facility which will be affected most, and, as we've seen recently, dust storms have been part of our everyday lives, so we want to ensure that we aren't contributing to that."
