Dubbo Regional Council and the Western Plains Cultural Centre are looking to reinvigorate cultural experiences across the local government area.
The newly-formed cultural development team aims to spread culture through the city, beyond the four walls of a gallery or theatre.
The new team will be lead by cultural development coordinator Jessica Moore.
"We are moving...beyond a simple definition of culture. It isn't just about art or theatre anymore it's about food, it's about public art, it's about festivals, it's about music, it's about gardens, it's about a whole range of things we can start to think of in terms of culture," Ms Moore said.
As part of the change, the team is developing a new cultural plan and taking a new approach to how regional centres experience culture. It will be the guiding document for culturally in the region, as well as a plan for what is wanted in 10 or 20 years from now.

Firstly, they're seeking feedback from the community on what they would like to see. It could be things like Indigenous exhibitions, outdoor learning spaces or putting more of a spotlight on young artists.
"We particularly want to hear from people who love culture, who are passionate about it. But also those people who are a bit unsure, those people who aren't sure of cultures for them, who maybe have never been to the cultural centre or to the theatre," Ms Moore said.
"We really want to hear why they don't think of themselves as culture so we can start to include them in the process because this is a plan for the region, not just for culture lovers."
She said she wanted culture to be a lived experience, rather than something people interact with every day.
"It's quite a bold new step council has taken to create this team," the cultural development coordinator said.
What they've done is separate out the cultural development team from just being assigned to just a facility, so just the Cultural Centre, just the theatre, and what we're actually mandated to do now is go out and spread culture throughout the city and throughout the region, and to do culture in a variety of interesting and new ways."
There will be both a public survey and community consultation to shape the cultural plan.
