The Dubbo Demons AFL club and the Dubbo Athletics club also cancelled events.
Dubbo Cycle club spokesman Gary Barber said the health of his clubs athletes was of paramount importance to its committee.
"The dust was clearly visible in the air and with nearly a tenfold increase of the air's content of very fine particles of dust in the air we took the decision to cancel the meet," he said.
"The difficult conditions at pace for the young and risk to those travelling quicker and those older athletes as well led to the club deciding to cancel the meet.
"Some of our older athletes tend to breathe in pretty hard when they compete so they would have breathed in dust and spat out mud."
With more dust storms likely this summer Mr Barber said the club would make the same decision again if necessary.
"We will look at things on a case by case basis. This is the second time this year we have called off a race meeting because of the dust," he said.
"We have a lot of junior riders, and we don't want to expose them, or any of our athletes to those types of conditions. I think most sports in Dubbo would be the same, and we know a few have cancelled events as we have already this summer.
"This will be something we and other clubs in Dubbo will have to contend with this summer.
"We hope people understand why we make these decisions. We don't cancel events lightly."
