The proud recipient met with rapturous applause from assembled members of Dubbo's business community when he took to the stage to accept the award.
Mr Mass said he felt "privileged" to receive an award that "means so much to the Dubbo community", and dedicated the "wonderful" honour to his "amazing", hard-working and loyal staff.
"I'm very honoured to receive this award," Mr Maas said.
"I'm very lucky. I have an unbelievable team that backs me and allows me to do what I do.
Mr Maas said Dubbo is a great place; "it's a land of opportunity, it's just about what you decide to do with it."
Dubbo Chamber of Commerce president Matt Wright said the honour roll is a special award for the chamber and the business community.
"The award is presented to someone who has contributed so significantly to the growth of the community," Mr Wright said.
"Wes Maas, our recipient this year, has built a business that's synonymous with Dubbo, upping the growth of Dubbo, especially within the last seven years. His business has grown significantly over the last few years and literally provided us with the building blocks for our expanding city.
"Wes has directly provided employment for hundreds of people, has reinvested back into the city and has assisted with the growth. With the eyes on the prize, Wes is putting his business on the world map for 2020, and he is the youngest recipient ever of the award, joining a long list of businessmen and women who have made an enormous impact in Dubbo's business industry.
