Festival Chair, Anne Field said they'd worked hard to ensure the festival is an all-inclusive event, with a strong focus in the event planning revolving around ensuring low costs and free activities.
"We want everyone to be able to attend, so we've worked hard to ensure there are low-cost events, especially considering the recent hardships the community is facing with a drought present," Ms Field said.
"We know there are people in our community who are suffering from the effects of the drought. So having low costs and free events was more important to us than ever.
"There are at least three events people can attend and enjoy with a simple bottle of water and vegemite sandwich, and no other costs.
"The music and markets is a free event, we ask for a gold coin donation, but it is certainly not compulsory."
The festival will run from October 17 to October 27, featuring more than 30 events including workshops, music events and markets, which include the Lantern Show and the Laser Show.
The festival program is available online at www.dreamfest.com.au, or from local businesses including the Macquarie Credit Union and the Wellington and Dubbo Visitor Information Centres.
The program will reveal a schedule of the planned events including there times, dates and any other important information to note so that community members can pre-select if they want to attend certain events.
