The ongoing development partnership has already produced genuine first grade level talent for the club, with a litany of Central Western names finding a home in the Panthers' senior and junior rosters.
The Penrith Panthers' Development Manager Sam Jones said that the ongoing contributions from the club at the base of the mountain were 'massive', but that the program had already earned it's return on investment.
"Whatever time and money we put in here, it's a massive investment, but we don't even think about it, we just do it," Jones said.

The program has already afforded junior players in the region a number of huge opportunities at training camps and provided a number of junior sides with better equipment and facilities, as well as better training.
"It's more about education, we're looking at coach education and trainer education, we're not just coming up here to coach the kids, we're helping the coaches and the strength and conditioning trainers, we're teaching the medical trainers, the trainers, everyone," Jones said.
Jones was present on Wednesday along with the Panthers' strength and conditioning coach and former NRL player Lee Hopkins to give several local juniors training assistance, and Jones says that experience is invaluable.
"Right now Lee's taking the kids through some exercises, but eventually he'll be teaching the strength and conditioning guys, so it's not just the kids that get something out of this, it's everybody," Jones said.
"We want to coach the whole area and give them the resources to use."
Despite the level of investment the Panthers are putting into the ongoing program, Jones says the development coaches have been impressed by the level of fitness and talent already on display across the Central West.
"The biggest thing for us compared to down at Penrith is that the kids up here in the country; we have to ask them to do a lot less," Jones said.
"The kids up here like Matt Burton and them, they're so fit and fast and they do so much already because they're out here living in the country and out and about so much more than the local kids."
"When they come down they're just raring to go and so keen, so the investment up here and the product for us is great, those guys like Burton and Billy Burns, guys like that, they're incredible, it's really good to see."
