At its monthly meeting on Monday, Dubbo Regional Council voted to increase water restrictions to level three on October 1 and level four on November 1.
A list of the businesses and organisations needing to prepare WSAPs before level four restrictions are imposed can be found at www.dubbo.nsw.gov.au/Drought-Hub/Water-Restrictions/commercial.
They include hotels, registered clubs, motels, caravan parks, food and pet food producers, nurseries, turf farms, market gardens, aged care and childcare facilities, hospitals, schools, Taronga Western Plains Zoo and Charles Sturt University.
On Tuesday chamber president Matt Wright requested information on the WSAPs from the council.
"We want to come out with an educated statement on what these water savings plans are going to look like and get businesses in front of council to look at how they are prepared," he said.
A recommendation by council's chief executive officer Michael McMahon for "additional resources" to help businesses, especially high water users, develop and implement WSAPs was approved at Monday's meeting.
On Wednesday Mr Wright said the "clock is ticking".
"We basically get about five weeks to have these plans completed and implemented," he said.
"It could be a pretty simple document for a lot of businesses but for bigger water users this could be a substantial document needing to be implemented within weeks.
"For some of them that's going to be an extreme challenge."
