In court documents police said the man was attempting to remove a panel from a fence when Tahlia Rhiann Clarkson approached him and said "you're an old fag".
According to police Clarkson grabbed a wooden paling and started to take the panel out of the man's hands.
He stepped back and let go of the panel before she picked up drinking cups and started to throw them at him. Police said one of the glasses hit the man on the right side of his face and cut his chin.
The man walked away and Clarkson said "if you come over here I will take your head off with a shovel".
In Dubbo Local Court on Tuesday magistrate Gary Wilson placed Clarkson on a 12-month community correction order that requires her to work on anger management.
