Two men known to each another, aged 45 and 46, allegedly started fighting at about 10.45am.
Police said they were told the dispute started when the younger man pulled into a driveway and proceeded to drive and reverse towards the older man while the pair hurled verbal abuse at each other.
The older man allegedly kicked the side panel of the vehicle during the dispute, police said.
During the incident, an innocent bystander who was walking along the footpath sustained minor injuries after she was allegedly knocked from her feet while trying to avoid the men.
Police arrested the 45-year-old man and charged him with menacing driving. He was granted conditional bail and is due to appear before Dubbo Local Court on October 9.
Investigations into the incident were ongoing, police said.
