NSW Attorney-General Mark Speakman said Mr Hockey was one of eight new magistrates appointed by the state government on Wednesday.
Mr Hockey worked as motor mechanic before he joined the police force and served as a prosecutor for more than 10 years.
After an honourable discharge in 1998, he pursued his legal career and established his own law firm in Dubbo.
Mr Hockey's areas of practice have included criminal and family law, conveyancing, personal injury and general litigation.
He will begin his career in Sydney before he relocates to a regional or suburban court.
Mr Speakman said the Local Court is home to some of Australia's hardest working judicial officers who deliver fast, fair and accessible justice.
"The Local Court is the work horse of the legal system, dealing with 96 per cent of all matters from start-to-finish and continues to be a national leader in managing its huge workload," he said.
