Mr Saunders said the up to $30 million budget for the car park is a "commitment" and one he will see through to its conclusion.
Dubbo Regional Councillor Vicki Etheridge had questioned how the $30 million figure was reached if the project was still in its planning stages, as Mr Saunders had stated in the Daily Liberal.
"It seems to me the monetary figures, car park numbers and design timelines are just being plucked from the sky," Cr Etheridge said.
"Normally if something is in the planning stages it has no set costs attached, but we are meant to believe the car park at the Dubbo hospital does, and why can't the community know when it is actually going to be built?

"I also want to know why Wagga Wagga has the same budget, but they are getting 800 car parks, nothing adds up with this project."
Mr Saunders said the Wagga Wagga hospital car park is a multi-storey construction and ours is not.
"The 350 car parks was the number identified as needed for the hospital. If it needs to be a multi-storey, it can be, but our prefered option is for it to be a single storey car park near the hospital. There are various machinations as to how it would work. The up to $30 million budget gives us 350 spots with an option to expand."
Mr Saunders said the car park would not be repromised at the next election.
"The car park was an election promise, and it is a firm commitment," he said.
"When I say planning stages it is not like we are scoping a project and then budget for it. It is an election commitment, so while the plans are being worked on, the money is guaranteed and the planning I talk of revolves around where it is going to be and what type of car park it is going to be.
"We will deliver a car park at the hospital, but with so much going on at that site at the moment, it is a matter of where to fit it and when to build it."
