Cr Etheridge claims Dubbo electorate MP Dugald Saunders has "no idea" when the car park will be built and said she was concerned the car park would not begin construction before the next election.
Mr Saunders said the Dubbo Hospital car park was reaffirmed as a commitment in the NSW Budget papers this year.
"I think Minister Hazzard has to come to Dubbo's rescue," Cr Etheridge said.
"Our local member says the $30 million is in the state budget for this important piece of infrastructure, but I have a letter from him saying there is no fixed timeline for its construction and that it is still in its planning stages.
"How can a government budget for a $30 million car park with no fixed timeline?"

Mr Saunders said he was right behind the project and was having ongoing conversations with the Health Minister's office.
"I am advocating for this project, but given the huge amount of work already underway at Dubbo Hospital, it is all about fitting this in around other works taking place on-site," he said.
"As the community is aware we have already received significant investment for the Dubbo Hospital redevelopment and Dubbo Western Cancer Centre and I am proud to be part of a government with a strong record of delivering for the regions, especially this electorate."
But Cr Etheridge said she had lost confidence in the local member's ability to deliver the car parking efficiently.
"That's why I am calling on a senior minister to clarify when it will be built," she said.
"Locals need a timeline to have confidence that the car park promise is a real promise and a not a politicians promise.
"This government has done it before where they make a promise, then don't deliver it on time and then re-make the same commitment to look like a new one.
"Leadership is more than turning politics into style over substance like a Kardashian. It is about the delivery of services and infrastructure. A hard timeline and a serious design process are required for community confidence."
Mr Saunders said he thought Cr Ethridge's comments were "extremely disappointing".
"It is extremely disappointing to have a local councillor fear-mongering in the community," he said,
"I am always happy to discuss my positive plan for our area."
