At about 7.30am police went to a home on Corbett Street to speak to a 19-year-old man and 25-year-old woman.
Police allege the pair got in a Landrover Freelander that was stolen from a home near Lithgow and drove off before they could be dealt with.
The pair were pursued by police for about 40 minutes before safety concerns led police to let the pair go.
A short time later, police saw the vehicle travelling in Kensington Avenue.
The car was then allegedly driven at police before it was driven to the top-level car park at what was believed to be the Orana Mall shopping centre.
Police allege the man and woman ran from the car and were arrested after a short foot pursuit.
The man was charged with breaching bail, breaking and entering, stealing a motor vehicle, triggering a police pursuit, using a weapon to resist arrest and supplying a prohibited drug.
He was bail refused to appear before Dubbo Local Court on Tuesday.
The woman remains in police custody with charges expected to be laid shortly.
