The August ordinary meeting of council will be held in the Dubbo chambers.
At the meeting, mayor Ben Shields is expected to call for an independent review into the condition of Apex Oval ahead of three major, upcoming sporting events like the A-League football. Experts have already raised concerns about the grounds suitability after heavy use from local sporting competitions.
"As a council we need to balance the expectation of our local clubs and the ability to provide outstanding major attractions such as National Rugby Championships and A-League football for the whole region," Cr Shields said.

A controversial decision about the contribution fees of a new car wash will also be back for discussion. Council has already granted approval for the car wash to be built.
But confusion arose at the last council meeting about how much the car wash should be charged in developer fees. Council staff say $90,000, while the developer says it should be $26,000.
The decision was delayed to allow the councillors to gather more information.
Councillors will also look at renaming Cobbora Road in Wellington.
Dubbo Regional Council received a letter from the Warrumbungle Shire Council to rename the road. There is currently another Cobbora Road that goes through Cobbora village, which is about 15 kilometres from Dunedoo.
As part of the process to determine the new name, Dubbo Regional Council contacted the 48 property owners adjacent to the road. Of those, 22 replied to say they were in favour of the name change while four were against it.
If councillors support the decision, Cobbora Road will be renamed as Saxa Road.
Euston Road could also be created at the meeting if councillors vote to give the unnamed street a name.
The currently unnamed road comes off Narromine Road and provides access to three properties in a new subdivision.
The name Euston Road has been suggested because the properties are currently on the Euston Water Scheme.
The Dubbo Regional Council meeting will be held on Monday night from 5.30pm. The meeting will be live streamed on the council website and Facebook page.
