It is seeking to secure a long-term lease on about 3000 square metres to be available from mid-2021.
That's equivalent to about 11 tennis courts in size.
Property NSW started an expressions-of-interest (EOI) process in May, advertising in national media and online on its tendering site.
It is for an initial lease term of 10 years, the site shows.
Specifications listed include "quality modern accommodation", space to be provided over contiguous areas or floors and secure and undercover car parking.
The deadline for proposals was June 5.
This month Property NSW provided an update on the process in response to questions from the Daily Liberal.
"A very strong interest from the market was received. The number of responses is commercial in confidence," a Property NSW spokesperson said.
The purpose of the process was to "better understand what office stock is anticipated to be available in Dubbo from mid-2021".
When asked what the office space was required for, the spokesperson said it was "to accommodate government employees providing services to Dubbo and the surrounding region".
A decision was yet to be made, but the process was progressing, Property NSW reported.
"The government expects to shortlist proponents to be invited to participate in a second round tender process later this month," the spokesperson said.
The outcome of the second round tender process will dictate timing of a final decision.

"The outcome of the second round tender process will dictate timing of a final decision."
When asked if Property NSW was confident that office space meeting its specifications could be obtained by mid-2021 - two years away - the spokesperson said: "Proposals received in response to the EOI indicate there are a variety of office accommodation options that would satisfy our requirements and be available by mid-2021."
