The event, which remains strong in Dubbo according to one of the organisers, aims to raise awareness around early intervention for children with developmental delays and disabilities.
Lorna Brennan of the Kites4kids committee said: "We come to celebrate the importance of early intervention in young children."
"If we can intervene while a child is young, the more likely it is for them to rectify things so they can achieve their full potential," Ms Brennan said.
"Whether that would be speech pathology or occupational therapy.
"The sooner you get to someone and help them than the sky's the limit.
"I think we're [Dubbo] maybe one of two NSW communities who still do it, and, look at the turnout, it's just fabulous. It's quite a spectacle, and it really lifts my spirits to see so many families here today."
One of the children who came to fly a kite was Archie Callinan who said the kites were "beautiful". "Everything here today is amazing," he said. "I'm happy and excited, and I'm glad to see everyone else so happy."
Archie flew a kite with his little brother Darcy but would not say who the better kite flyer was.
