In court documents police said Kenneth Allan Johnson, also known as Kenny, was seen by off-duty police officers loitering around a vehicle with a group of people in Dubbo's central business district on June 28.
A mobile phone with residue of white powder across the screen was located on the ground under the vehicle the group was near.
Johnson had similar white residue on his clothing and in a further conversation with police he produced a small resealable plastic bag from his wallet.
He said it contained cocaine which court documents revealed weighed 0.4 grams.
Police said Johnson was "deeply remorseful".
He pleaded guilty to possessing a prohibited drug.
In Dubbo Local Court last week Johnson's legal representative said it was the first occasion Johnson had consumed an illicit substance.
Magistrate Gary Wilson handed Johnson a conditional release order for six months and recorded no conviction.
