The Financial Assistance Program is available for applicants who benefit the community and are either based in the local government area or deliver a service here.
Every year council gives away $30,000, split into two rounds, to community groups in need.
Dubbo Regional mayor Ben Shields said previous recipients ranged from animal wellbeing groups to charitable organisations.
"Council dedicates $30,000 to the Community Financial Assistance Program each year to help ease the burden of not-for-profit organisations that contribute to our community," Cr Shields said.

In the last round of funding, council was disappointed to find only two groups applied.
The Walter T Grant Memorial Seniors Group applied for, and received, $6230 to cover the fee for them to hire a room at the Dubbo Neighbourhood Centre, as well as to cover quarterly excursions and a Christmas luncheon.
The Muller Park Tennis and Croquet Club also received $2900 to buy and Automated External Defibrillator and a training session on how to use it.
"If you are part of a not-for-profit organisation in Wellington or Dubbo we encourage you to apply," Cr Shields said.
This is the first round of the Community Financial Assistance Program for the 2019/20 financial year.
Applications are open until Friday, August 30. The successful recipients will be determined at the ordinary council meeting on September 23.
