The Dubbo Regional mayor, and chief executive officer of Dubbo Regional Council Michael McMahon, had a face-to-face meeting with the board including Singapore-based chairman Lim Kim Hai on July 26.
"These talks will continue in the coming weeks," Cr Shields said this week.
"Council is also talking to other airport partners including Qantas, who we will meet with later this month."

The community fare was offered up in late June after Cr Shields called airline operators "greedy" and complained about the impact of costly airfares on the region and its residents.
The offer was dependent on the council capping its passenger tax at Consumer Price Index and lifting charges for security screening, which Rex reported was not required under federal legislation.
Cr Shields objected to the conditions but declared he would work towards achieving a "mutually beneficial" deal.
In a statement issued this week, the mayor said it was critical that any deal allowed the airport to "remain sustainable and meet the future needs of the region".
The council needed to ensure the airport was well- maintained and self-funded so as not to burden ratepayers, he said.
"During our discussions with Rex we also reaffirmed our position that council will not waive security screening fees," he said.
"If we were to waive fees for one airline, it would open council to potential claims because those fees are run as a cost-recovery exercise, and it is a cost that is shared by all airlines on a per passenger basis."
The mayor said the council would "work with Rex to try and find a solution that benefits everyone".
Rex's community fare scheme covers 30 per cent of its seats which must be booked more than 30 days before departure.
It also applies to unsold seats in the 24 hours before take-off.
