Police said they noticed four men acting oddly in front of an unmarked police car at about 6.20pm.
A 20-year-old man allegedly attempted to swallow a large clear resealable bag when police approached him.
Police stopped him and allege the bag contained five MDMA capsules.
The other three men were searched and eight MDMA capsules were allegedly discovered in the possession of two men aged 20 and 23.
One 20-year-old man was charged with illegal drug supply and possession.
The other two men are understood to have been charged with drug possession offences and all three will appear in Dubbo Local Court on September 18.
The alleged incident occurred hours before Australian band The Rubens performed at the venue.
- An earlier version of this article suggested that the alleged drug offences occurred at the Garden Hotel. This was incorrect. As the article now clearly states, the alleged offences took place on the street, outside the hotel. The Liberal regrets any confusion this may have caused.
