Police said the men were seen in a Toyota Prado, about 20km north east of Coonamble on the Oxley Highway, at about 1pm on Thursday.
When police told them the vehicle would be searched, it's alleged a 42-year-old man who was driving the vehicle pulled a small package out from his jacket and threw it 10 metres.
Police claim the package contained methylamphetamine - also known as the drug ice - and MDMA.
Inside the vehicle, police allegedly found ice, MDMA, and 1.6 kilograms of cannabis with a street value of $32,000.
The 42-year-old man and his 36-year-old passenger were arrested and charged with multiple drug related offences.
The younger man was charged with three counts of supplying illegal drugs, three counts of possessing illegal drugs and possessing tadalafil, which is an erectile dysfunction drug and prescribed restricted substance.
He has not yet entered pleas to any of the charges and appeared before Dubbo Local Court on Friday when he was granted conditional bail and ordered to appear in Coonabarabran Local Court on August 20.
The older man was charged with two counts of possessing illegal drugs and possessing a prescribed restricted substance.
He was granted conditional bail and is due to appear before Coonabarabran Local Court on August 23.
