Police allege the woman had a five-year-old child in the back seat who was not in an approved child restraint when they caught her driving a Holden Astra along Cobborah Road on Wednesday.
The disqualified driver was charged and police released her on conditional bail.
Five days earlier, police accused the same woman of committing the same offence.
She is due to appear in Dubbo Local Court on August 28.
The woman was arrested as part of a state-wide police operation targeting unauthorised driving, lines offences and restraint offences.
As part of the operation, an 18-year-old unlicensed man was caught riding an unregistered dirt bike onto the Mitchell Highway near Narromine on Wednesday.
Police took the bike and issued multiple infringement notices for the offence.
Across the western police region, 100 traffic infringements were issued as part of the compliance operation.
