After asbestos was recently dumped at Euchareena and Elong Elong waste facilities, Dubbo Regional Council decided to ask the NSW government to increase penalties for those breaking the law.
The dumping has cost ratepayers thousands of dollars to clean up and resulted in the closure of some facilities or a reduction in opening hours.
"The draft NSW Absestos Waste Strategy was released in 2018 and it is currently being finalised for release," Mr Saunders said.
"One of the strategy's actions is to investigate options for removing the waste levy from separated, wrapped and bonded asbestos."
Environment Minister Matt Kean has "requested that further work be undertaken on this proposal as part of the finalisation of the strategy", Mr Saunders said.
The government has not said when the final strategy will be released.
