The three-stage tour had riders compete in a criterium event and two road races at various venues around the city.
U17 rider Haylee Fuller was again at her dominant best, winning the Criterium and first road race.
Fuller dominated the final road race, which doubled as a NSW Team selection event, to take out the U17 women's title.
Zara Fuller finished the tour in sixth place and was awarded with the first young rider prize.
Joining Haylee Fuller in the victor's circle was U17 men's winner Danny Barber.
Barber won the Criterium event and scored time bonuses in the first road race before a mechanical issue on the last lap prevented a win there.
He backed up to win the State Team selection final road race to be the tour winner.
U15 rider Trent Hines was very consistent over the three stages of the tour, highlighted by outsprinting the peloton to finish the State Selection road race in third position.
This pushed him up to fourth in the overall tour.
