The NSW Government's $400 million commitment would provide Dubbo and surrounding towns with better phone coverage, according to Mr Saunders.
"Connect Regional NSW will bring access to services you need," Mr Saunders said.
"From emergency services to agribusiness and farming, without the worry of whether they have mobile phone reception or a strong enough signal.
"In our region, there are some fairly well-known places that have been black spots for a while that affect businesses.
"They affect the ability of people to connect just in their homes.
"Sometimes it's driving, but it's also emergency services."
Mr Saunders said there had seen a couple of situations around our region where, fires, for example, have threatened homes and lives, and the inability for those residents to connect on their phone has been a real concern.
"It will cover a range of things, but really up there are businesses and emergency services," he said.
According to Mr Saunders, the program will not pinpoint areas but provide enough coverage to cater to a large area.
Deputy Premier John Barilaro said this is a turning point for connectivity in the regions.
"This program ensures that everyone across our state gets the very best in digital connectivity," he said. "The NSW Nationals have delivered 156 new mobile phone towers in NSW since 2015, which has allowed 6,000 more Triple Zero emergency calls to be made."
