Ms Riley took the initiative to resurrect the Facebook group after the group founder decided to delete it, believing it would be a good place for residents to show their appreciation.
The group was born almost six years ago in August of 2013 and has more than 16,000 members.
Members post their good, 'thumbs up', or bad, 'thumbs down', experiences to the page, opening the topic up for discussion, sometimes arguments.
"I love the 'thumbs up', on the page, I think it's very important to focus on positivity, especially if you're a business that never gets noticed," Ms Riley said.
But Ms Riley says she's often wanted to stop being the admin due to hating the 'thumbs down'.
"I've often asked people if it should just be 'thumbs up Dubbo', but people want both.
"It's hard because people don't follow the group rules that we put up.
"I've been abused, threatened. I get sent petty posts [for the page] like 'my Mcdonalds burger wasn't right'. We block so many people, and getting abused is horrible."
Ms Riley said she has often thought of closing the group, but other groups would only open, and "at least we can monitor the posts."
"We have pretty good rules, and we try to delete bullying comments."
