Dubbo Regional Council has developed a draft masterplan for the showground. It's a long-term plan for the facility, including ideas on attracting more events.
The showground is used about 70 per cent of the year. In 2018 there were 117 events across 176 days at the venue. Of those, almost 60 per cent involved livestock or animals.
However, council has a plan to develop the showground to make it more inviting for live music and entertainment. It is seen as an ideal concert venue because of the potential to have multiple stages, camp sites and support services in the pavilions.

When Triple J held One Night Stand at the showground in 2013, it attracted more than 18,000 people.
Dubbo Regional councillor Greg Mohr said work at the showground was "long overdue". He said it would be magnificent when the work finally came to fruition.
Councillor Dayne Gumley had similar views.
"The showground has been clearly neglected for far too long and it's good to see we're starting to move in the right direction and getting that work off the ground," he said.
The toilet facilities are in great need of improvement.
"I think the general facilities for people that use it really need an upgrade. I think they've been crying out for it for some time and that's what I'd like to see done for those people who are here week in, week out, not just for the show every 12 months," Cr Gumley said.
He said getting those facilities sorted would be the first step in attracting more events to the area.
Mayor Ben Shields said the masterplan would give council a set of strategic directions to deliver outcomes for the current and future needs of the site.
"This site has so many exciting possibilities, I am really looking forward to reviewing the community's feedback and implementing a plan that will be an asset the whole region can enjoy," he said.
Council will also look at ways to improve the financial sustainability of the showground, promote livestock production and fill the gap for medium-sized functions.
The planning and community consultation will be undertaken by @leisure.
