A focus is to provide a "positive pathway" for ventures starting up.
"Many new businesses" are using the services, it reports.
The council has embraced initiatives of NSW government agencies designed to build strong relationships between business and councils.
It was one of almost 70 councils to attend the inaugural Small Business Friendly Councils conference in Sydney on May 16-17.
Business leaders, mayors and experts gathered to plan and discuss strategies to stimulate local economies.
"Small Business Friendly Councils is a fantastic initiative that provides all NSW councils with information, workshops, networking opportunities and resources to support local businesses," NSW Minister for Small Business Damien Tudehope said.
"This inaugural conference was a significant milestone for the Small Business Friendly Councils initiative, and I was pleased to join Dubbo Regional Council to celebrate their involvement."
The council is also signed on to the Easy to do Business program.
"We are pleased to be part of an initiative that helps small businesses navigate their way through red tape to get started quickly and succeed," Dubbo mayor Ben Shields said.
Economic development team leader Tim Nichols said through the council's participation, the council focused on creating "a positive pathway for business looking to start up in our region".
The program provided the tools to guidelines for new businesses for things like regulations and compliance, he said.
The council's economic development and marketing team used the practical resources provided by the NSW government's Small Business Commissioner and also Service NSW through the Easy to do Business initiative in order to make the process of starting up new businesses as "stress-free" as possible, he said.
"The program has had great success, with many new businesses utilising the services," he said.
NSW Small Business Commissioner Robyn Hobbs OAM congratulated Dubbo council for embracing the initiative and for its commitment to supporting the growth of its local area.
"Small business is the backbone of our economy and local government plays a key role in supporting businesses to start and grow," Ms Hobbs said.
