Prime Minister Scott Morrison unveiled the new cabinet on Sunday afternoon.
Mr Coulton will also remain as Assistant Trade and Investment Minister.
Ken Wyatt is the first Indigenous Australian to be the Indigenous Affairs Minster, while Bridget McKenzie will be the nation's first female Agriculture Minister.
