The $84.4 million development on the former site of the Daily Liberal was approved by the Joint Regional Planning Panel in mid-April.
Work on the north tower will start late 2019 or early 2020. It will include about 100 serviced apartments, as well as commercial space. The south tower will be started in 2020 or 2021.

Maas Group Properties general manager Steve Guy said he hoped the building would be one the community was proud of and would enjoy.
"The feedback we continue to receive through social media posts, phone calls, business enquiries and face-to-face discussion has been nothing less than overwhelming support and encouragement to keep going and to make this happen for Dubbo and our region," Mr Guy said.
He said the company had been very conscious of the heritage value of the site.
"The Old Bank is a beautiful building and we believe we have made it the jewel of the crown of the Liberal development," Mr Guy said.
