Deb shot 81 for the day in the 18-hole stroke event, pipping rising star Ella Murray - no relation - who finished on 84.
It marks Deb's second Rose Bowl win in about five years contesting the event.
"I've actually been playing very poor golf," she admitted.
"Managed to play really well when it counted.
"I probably got a lot of my shots to the green fairly well but putting was a little bit slippery on some of the holes so it was good to be able to sink the odd one and do something decent out there."
Ngaire Fields was the ladies handicap winner shooting 70 nett, followed by Kasey Fay-Rice who scored 73 nett on count back.
About 18 ladies took part in Saturday's event.
A total of 200 locals and visitors alike contested the Macquarie and Fairway Cups, and Rose Bowl, on a course Deb said was in "fantastic" condition.
And it's set to look even better, with the government earlier this year pledging $1.3 million to upgrade the on-course irrigation ahead of the Dubbo Golf Club hosting the Women's NSW Open of Golf in March, 2020.
"Considering how much rain we haven't had, the golf course looks fantastic," said Deb, who is also club captain.
"It's really great to have so many people come to Dubbo and spend the time on the golf course.
"We've had a lot of visitors this weekend, not even playing in our competition, just playing social golf which is fantastic for us and fantastic for Dubbo."
