Installed in 2015 at the request of community members, the sails have been vandalised and removed four times, costing ratepayers an estimated $100,000.
Security camera footage captured a group of young people climbing on garbage bins and tearing the sails up.
"What's also concerning with this particular incident is we can see a car pull up to drop other youths off to join in on the destruction," mayor Ben Shields said.
"This footage is now with our local police for further investigation."
Vandalism costs ratepayers a total of between $80,000 and $90,000 every year, Cr Shield said.
In February, the council announced it would spend $1 million installing more shade structures at parks and playgrounds throughout the community.
"I am very nervous to invest our ratepayers money into more shade structures if this is the way they're going to be treated," Cr Shield said.
"I am calling on all residents of the region to take ownership and pride in the assets that are installed to improve our region."
The council is offering up to $2,500 to anyone with information that leads to the conviction of any person deliberately damaging or stealing ratepayers property.
