Charged with behaving in an offensive manner, George Robert Corby, of Minore Road, appeared in Dubbo Local Court on Wednesday.
Police noticed Corby walking around without a shirt on while they were patrolling the streets.
"Come back and fight me, you... dogs," Corby said to police.
In addition to making offensive sexual references about the mothers of the police officers, Corby used a series of expletives to attack the officers.
Police warned him to stop and feared a violent confrontation.
They then used capsicum spray to get him to desist.
Corby pleaded guilty to the charge leveled against him.
"He's quite ashamed of himself," Corby's legal representative said in court.
"He was intoxicated.
"He does accept he said those words."
Magistrate Gary Wilson convicted Corby but issued no further penalty.
