Lithgow, which usually has the lowest prices in the region was recording an average of 134.6 cents per litre.
The NRMA said prices are likely to remain stable for the next three to four weeks.

The average petrol prices in Forbes, Mudgee and Parkes were 145c, 143.8c and 142.1c respectively.
Diesel prices continued to be in the mid-140s in the Central West cities on March 24.
The average diesel price was 146.9c in Lithgow, 147.2c in Orange, 147.3c in Forbes, 148.2c in Dubbo, 148.8c in Bathurst, 151.9c in Mudgee and 152.2c in Parkes.
NRMA spokeswoman Rebecca Page said prices have been stable in regional areas.
"We do expect prices to remain around what they are, if not a tiny bit cheaper within the next two to four weeks," Ms Page said.
"The message from the NRMA today is that if you really don't want to be paying for the most expensive fuel in your area, you have to do research.
"You have to have a look at the live petrol prices, which are available through the NRMA app."
