The facility will have lecture rooms, an indoor shooting range, a building for simunition and other mandatory skills training.
The Dubbo Regional Council provided the land for the facility.
NSW Police minister Troy Grant said the facility is in the budget, is not an election promise and work would begin immediately on the planning and design.
"This is not a promise; it has nothing to do with the election campaign, this is not a pledge, it will be a NSW police force facility in Dubbo," he said.
"This centre will have more than 1300 police officers from across the western region coming here to do their mandatory training.
"Up to 40 sworn officers at a time will do their lecture training as well as live fire and simunition training, at the moment officers have to leave their commands and travel to other areas to complete the training.
"I'd like to thank the mayor and the CEO of the Dubbo Council for helping to make this possible."
Mayor Ben Shields welcomed the announcement and said the extra police stationed at the facility would place Dubbo amongst the safest regional cities in NSW.
"How cool is this, I could not be happier," he said. "This will bring extra employment to the community and is a great example of what can be done when there is cooperation between local and state government."
Western Region Commander Assistant Commissioner Geoff McKechnie said the facility would provide an excellent level of consistent training that Western Region police have not had access to before.
"We will be able to bring every officer from every location across the region here to provide them with expert advice, guidance and training and take the level of our officers professionalism up another notch," he said.
"We will also be able to give specific training for officers in areas like rural crime which will provide a better outcome for our officers and ultimately a better outcome for people in this region."
Mr McKechnie also said officers at the facility would be available to be deployed if needed to assist in local operations.
"This means more permanent police positions here in Dubbo," he said. "We believe this facility will lead the way in NSW."
Mr Grant said the extra police presence should send a message to "all crooks in the area, that it is time to leave."
Mr Grant said the training academy would provide other benefits to the Dubbo community.
"There is accommodation built as part of the RFS facility but no dedicated accommodation for the police facility, so Dubbo will benefit due to the accommodation needs of those training here," he said.
