The Daily Liberal was contacted on January 16, by the resident who said that shopping trolleys loaded with household garbage could be regularly found in Beddoes Avenue and surrounding streets.
The resident said it had been going on for a long time and it was just getting worse.
“Not only is it filthy, it’s unhealthy for you and I,” the resident said.
“And let’s face it we just had a clean up.”

The resident said any rubbish in the trolleys are just dumped on the ground when collected.
A spokesperson for Orana Mall said the trolleys are owned and managed by their major retailers who utilise the services of the Dubbo region trolley contractor who services most of the major shopping centres in the area.
“The contractor conducts regular patrols of the surround streets for trolley collection in addition to the centre car parks,” the spokesperson said.
“Trolley management is an ongoing issue facing all shopping centres, Centre Management can only appeal on the courtesy of shoppers to return trolley to the trolley bays provided.
“We strongly encourage the general public to report any trolley’s to www.trolleytracker.com.au or 1800 641 497 as there are also some great prizes that can be won simply by reporting a trolley.”
A Dubbo Regional Council spokesperson said Council spends a significant sum of money every year collecting rubbish/litter across the Local Government Area.
“This is done by both Council staff and Council engaged contractors,” the spokesperson said.
Dubbo Regional Council Rangers responded to 218 complaints in the last 12 months regarding illegally dumped rubbish or litter, according to the DRC spokesperson.
“Rangers investigate and follow up with the alleged dumper where they can be identified, in many cases requiring them to clean up their mess or face significant fines,” the spokesperson said.
"Response to litter is different to dumping, as this is often in the urban area, the offender can’t be identified and clean up is the only response.
“Council have spent a lot of time and money cleaning up the LGA and some of these activities include:
· Regular litter collections from major roads and main connector roads.
· Regular follow up and removal of illegally dumped waste.
· Street sweeping across the LGA.
· Cleaning of Gross pollutant traps that prevent rubbish going into the river.
· Clean up at the waste facilities to remove excess waste being dumped.
· Clean ups of litter ahead of mowing and slashing.
· Spilt rubbish from the waste collection services is picked up routinely.
“Illegal dumping can be reported online at ridonline.epa.nsw.gov.au and will be forwarded to Council for action.”
