The incentive program is a part of a $118 million Energy Affordability Package, aimed at helping households and small businesses save energy and money.
The incentive program allows households and small businesses wanting to upgrade or install new air conditioners, to receive discounts of up to $1,000.
Dubbo Real Estate Agent Bob Berry said he would encourage homeowners on his rental list to take advantage of the scheme.
“This is a very positive move by the NSW State Government that I welcome… it will allow people to upgrade and get more efficient systems”, he said.
“It is important rentals homes have sufficient heating and cooling systems available for tenants.”
Although the scheme is still in its early days, Mr Berry said he believes “it is the sort of thing people will take up when they know about it.”

The Household and Small Business Upgrade Program asks people installing units for the first time, to purchase the most energy efficient models.
Environment Minister Gabrielle Upton said, “it does not matter if you are buying an air conditioner for the first time or upgrading an old system, you will get an NSW State Government discount.”
“For example, replacing a two-star five-kilowatt unit with a modern, efficient five-star unit could save around $675 in power bills over the air conditioner’s lifetime”, she said.
Ms Upton also said 15,000 households and small businesses will have [participated in the incentive program] by May 2020.
All households and small businesses in NSW are eligible for the incentive program.
