The childcare centre also took out the green rhino for Excellence in Sustainability. The green rhino recognises businesses that are working to reduce the impact of their operations on the environment.
Chamber of Commerce president Matt Wright said it had been a close race to determine Dubbo’s Most Outstanding Business, but overall, Regand Park Early Childhood Centre had the highest points.

Mr Wright said the centre set about making themselves top in quality and innovation.
“They innovate and seek to provide a service well above the quality standards of their industry,” Mr Wright said.
The hard work the centre put in had lead to a business which he said was “absolutely thriving”.
As she accepted her award, centre director Justine Richards said the win had been completely unexpected.
“I’m not here as a business owner, I’m here as an early childhood educator and teacher and my passion is to set about change for future societies and to grow a nation and society that will help look after everyone in the future,” she said.
“Rural kids deserve a voice and they deserve to prosper and they deserve every opportunity of our city counterparts.”
Regand Park celebrated its tenth birthday this year and Ms Richards said it had been an “absolutely joyous milestone”.
She said she was very grateful to her staff who supported every crazy idea she had and were constantly putting in provisions to ensure the centre went above and beyond for Dubbo’s children.
The director also thanked the Chamber of Commerce for boosting the business community in Dubbo.
Regand Park Early Childhood Education Centre was also a finalist for Excellence in Products and/or Service.
For taking out the green rhino for Excellence in Sustainability, the centre will receive automatic entry into the 2018 NSW Business Chamber Central West Regional Awards.
Last year the Gold Rhino was awarded to Westhaven.
