The Picnic in the Park would have “a secured zone with 250 invited guests selected based on their contribution to local charities and organisations”, Dubbo Regional Council advised on Thursday.
Dubbo mayor Ben Shields earlier appeared to refer to the plans when he said the event would be “very community and also charity-orientated” as he predicted it would attract “up to 10,000 people”.
“The Picnic in the Park will have a very strong emphasis on community groups,” he said.
“People are out there each and every day in the trenches doing what they do best for the community, especially a lot of non-profits and charities.”
The secured zone will be set out adjacent to the cenotaph.
“Two additional large screens will be in place to ensure optimal viewing for people on the outer perimeter,” the council reports on its website.
The council has confirmed there will be no street parade and advises that the Picnic in the Park will be “the community’s best opportunity to view the royals”.
To get to Victoria Park, the community is encouraged to park at the showground and either walk, or take advantage of free shuttle bus services.
There will be bus and taxi drop-off points in Gipps Street and Talbragar Street.
There will be rolling road closures to facilitate the royal motorcade throughout the city on Wednesday, the council advised.
Significant road closures will be in place in the vicinity of Victoria Park.
Darling Street between Talbragar and Church streets will be closed from 6pm on Monday.
Talbragar Street between Gipps and Darling streets, as well as Victoria Park Road will be closed from 7am on Tuesday.
At 6pm on Tuesday Church Street between Darling Street and Carrington Avenue, as well as Gipps Street between Wingewarra and Talbragar streets will be blocked off.
Road closures will be in place until 5pm on Wednesday.
The three-hour Picnic in the Park will start at 11.30am, with the duke and duchess there for part of the event.
The council is encouraging the public to arrive early “to obtain best viewing position”.
Attendees in the public access zone can pack sun protection, a water bottle, chairs or a picnic rug, but gazebos, tents and other shade structures will not be permitted, the council advises.
